W. Room xxxx, Washington, D.C. "We Could Honor and Pay Tribute to Treyvon Martin and Michael Brown by Barring all Forms of Solitary Confinement at the Federal and State Level, and Military.  My Original Request was forwarded on July 30, xxxx and a second Request was forwarded on June 28, xxxx, suggesting that we have a march on Washington, D.C. on September 10, xxxx if the President would be available to sign this Historic Document to free all the slaves held in Solitary Confinement.  The United States Department of Justice responded on September 4, xxxx and they assigned ID number xxxx350, and my letter would be reviewed and if a response is necessary it will be sent to me in 60 business days. 
If we all work together we could accomplish this Historic Second Emancipation Proclamation, and raise sufficient money to provide for the care and necessary treatment of the prisoners, to restore good mental health and well being, and medical services should be provided at the prison facilities.  My first request was uploaded from my website fdpalumbo.wordpress.com to Facebook.  This Second Emancipation Proclamation will  uplift the entire world, and we will move forward from the Dark Ages.
